My ink keeps skinning and drying on the plate and anilox during the run - how do I control drying?

Ink skins over or dries on the plate face and in the anilox cells during printing, causing streaky or filling-in print, dropping density, and forcing frequent stops to clean. It often gets worse in cold, dry shop conditions. Most often caused by solvent (or water) blend evaporating too fast - too much fast solvent and not enough retarder, among other possible causes — a full step-by-step diagnostic and fix follows below.
