My printed labels are sticking together and misfeeding off the roll — is this a static problem?

Labels cling or block to each other, to the liner, or to rollers so they lift or jam coming off the roll; the web misfeeds or skews, dust and lint are pulled onto the surface causing spots, and operators feel small shocks near the web. Most often caused by high static charge on glossy filmic stock generated by the toner process, web friction, and the fuser drying the web, among other possible causes — a full step-by-step diagnostic and fix follows below.
