Colors don't match between panels of a tiled job or between reprints, how do I get consistent color?

Adjacent panels of a tiled wall or graphic show a visible color or tone step where they meet, or a reprint doesn't match the original run. The same file can look different day to day, machine to machine, or across a large solid fill.
