Why does the ink rub off or fail adhesion on my filmic/synthetic label stock?

Printed ink scratches, smears, or rubs off filmic/synthetic stock (PP, PE, PET, BOPP), fails a tape or rub test, or lifts under lamination even though it appears cured. Paper stock in the same shop prints and holds fine.
