Color is coming out weak and washed-out even with plenty of ink - is my anilox plugged?

Ink density and color strength drop off even though the ink supply is fine, and the print looks pale or washed out. There may be streaks or uneven density across the roll face where cells are unevenly plugged. Most often caused by dried ink plugging the anilox cells because the roll was not cleaned promptly or the ink dried in the cells, among other possible causes — a full step-by-step diagnostic and fix follows below.
