Why does the toner scratch or flake off my film/synthetic label stock?

Printed toner rubs, scuffs, or flakes off the label face when handled, folded, or scratched with a fingernail, and the problem is far worse on filmic/synthetic stock than on paper. Heavy solids show edge flaking and toner can crack across creases.
