Cells are plugging with dried ink — missing dots and weak, patchy print in the same spots

Fine highlight and mid-tone areas print weak, broken, or missing entirely, often repeating around the cylinder's circumference. Wiping the cylinder face temporarily restores the print, then it fades again.
