Why do I see horizontal light-and-dark bands (banding) running across my prints?

Faint horizontal bands or stripes of uneven density run across the sheet, perpendicular to the paper-travel direction, most visible in flat tints, gradients, and large solids. The bands are often evenly spaced and repeat down the page.
