India Imposes Minimum Import Price on Paperboard Amid GST Shake-Up

Paper and board prices across India have remained stable for the past month, but two significant policy developments are reshaping the market. The Indian government introduced a minimum import price of ₹67,220 per ton on virgin multi-layer paperboard effective until March 2026, while a GST council revision has created an inverted tax structure — 18% on paperboard but only 5% on finished cartons — leaving packaging manufacturers facing a heavy working capital burden that industry bodies are urging the government to fix.
